Far fewer improvements are made with would at the B2, C1 and C2 levels than what is seen at B1. At the B2 level, for example, learners improve in only one area: their use of would to talk about habitual actions and events in the past.

The main development at C1 level is seen in learners’ ability to use an increasing range of adverbs with would, including strongly, easily, especially, actually, absolutely and gladly.

So, it is B2 level at which would is mastered, with the final point of learning being in the context of discussing habitual actions. The C1 and C2 levels simply show learner progression on a lexical level. When it comes to progress with would, B1 level is the focal point of development.
